Second District Heating Efficiency Improvement Project in Chisinau (DHEIP2)

Project objective: increasing the efficiency of the District Heating system in Chisinau

Project beneficiaries: 

• The population of the city of Chisinau, who reside in apartment buildings and houses connected or to be connected to DH, and/or who use public and administrative buildings, including kindergartens, schools and hospitals, as well as industrial and commercial institutions. They will benefit from an improved efficiency and reliability of heat supply, better quality of heating services, better control of heat consumption and a higher level of comfort. Improved heating services would particularly benefit: (a) lower-income households, who otherwise cannot afford quality heating; (b) women, who work or stay at home more often than men; (c) elderly and (d) children and personnel working in kindergartens, schools, other educational institutions, and medical facilities.
• Termoelectrica - the Project supports investments in DH infrastructure and TE’s capacity increasing its operational and financial viability, efficiency and sustainability. The Project will do so through addressing the issue of aging equipment resulting in increased supply efficiency and reliability.

Main Project activities:

• Installation of high-efficiency cogeneration plants based on gas engines at HOB West and CHP Source 3; installation of power transformers and switchgear facilities, and any other equipment for connecting the new plants located at HOB West and CHP Source 3 to the power grid and urban networks.
• Support in the procurement procedure and technical supervision for the design, supply and installation of the cogeneration plants and associated facilities.
• International probity advice related to the procurement procedure for the package of design, supply and installation of the cogeneration plants and associated facilities.
• Feasibility Study for new high-efficiency heat and power generation facilities for Termoelectrica SA.
• Installation of a new feedwater pump and motor (including associated equipment) for the steam boiler in Unit No. 2, CHP Source 1.
• Installation of Individual Heat Substations (IHSs) in residential and public buildings, including associated district heating networks.
