The implementation and the INSPIREE Project next steps were discussed at a working meeting held in Chisinau, bringing together representatives of German Development Bank (KfW), the French Development Agency (AFD), and the Moldova Energy Projects Implementation Unit (MEPIU).
The meeting was held on 19 August 2026 in the context of the working visit to Chisinau by Lorenz Gessner, Director of KfW’s Office for Ukraine and Moldova. Discussions focused on the activities currently underway under the project and the key actions planned for the next stage.
Particular attention was given to the detailed energy audits currently being carried out for the 30 public buildings covered by the project. The team responsible for the technical assessments has also been mobilised, with the assessments to be initiated as part of the next stage of technical preparation. For the PIC component, the next step is the signing of the contract, followed by the mobilisation of the consultant’s team.
Lorenz Gessner, Director of KfW’s Office for Ukraine and Moldova, highlighted the importance of cooperation with the Republic of Moldova in modernising public infrastructure and improving energy efficiency. “For KfW, the INSPIREE Project is an important example of cooperation with the Republic of Moldova in the areas of energy efficiency and public infrastructure modernisation. It is essential that the planned investments are based on sound technical assessments and address the actual needs of the beneficiary institutions. Through thorough preparation and close cooperation among all partners involved, we can help create more energy-efficient, comfortable and sustainable public buildings.”
During the meeting, Ruslan Surugiu, Director of MEPIU, noted that the INSPIREE Project is currently at the technical preparation stage for the planned investments. “Following the site visits and the collection of information from the beneficiary institutions, detailed energy audits are currently underway, while the team responsible for the technical assessments has been mobilised and the assessments are to be initiated. These assessments will help identify and substantiate the energy efficiency measures and technical solutions required for each building, providing the basis for the subsequent design and construction stages. Continued cooperation with AFD and KfW contributes to ensuring thorough investment preparation and solutions tailored to the specific needs of each beneficiary institution.”
The INSPIREE Project is implemented by the Government of the Republic of Moldova through the Ministry of Energy and Moldova Energy Projects Implementation Unit (MEPIU), with the financial support from the French Development Agency AFD (EUR 30.0 million loan) and the Federal Government of Germany (EUR 38.7 million grant) through German Development Bank (KfW).
The project provides for the energy renovation of 30 public buildings in 10 localities across the Republic of Moldova, including 14 district hospital buildings and 16 higher education and vocational education and training institutions. The investments will contribute to reducing energy consumption, improving conditions for building users, and modernizing public infrastructure. The project is scheduled to be implemented over the 2025–2031 period.
