Project Development Objective: increasing capacity and improve reliability of the power transmission system in Moldova.
Project beneficiaries:
- All electricity consumers in Moldova connected (directly or indirectly) to the power transmission system.
- SE ”Moldelectrica” and other energy sector stakeholders in Moldova. SE ”Moldelectrica” will benefit from improved operational efficiency and reduction of transmission losses due to better grid management systems and capacity strengthening. Financial benefits will also accrue from a reduction of operating costs due to improved infrastructure and potential ability to engage in regional power trade. SE ”Moldelectrica” will benefit from capacity strengthening and technical assistance to carry out their mandates to implement regional power trade.
Main Project activities:
- Construction of 400 kV Vulcanesti-Chisinau single circuit OHTL (about 158 km)
- Upgrade of 330 kV Chisinau substation
- Extension of 400 kV Vulcanesti substation
- Technical supervision for the OHTL construction works and upgrade/extension of the related substations .
Expropriation of the lands and Resettlement Action Plan implementation
Legal and institutional framework: The construction works of the Vulcanesti-Chisinau overhead transmission line (OHTL) 400 kV were declared of public utility as national interest by Law No. 120 of May 12, 2022. As a result, the expropriation procedure is ongoing following the approval of Government Decision No. 1037 of December 21, 2023 on the expropriation for public utility reasons of real estate and the right of use over real estate located on the site of the national interest construction works of the Vulcanesti-Chisinau 400 kV OHTL. The lists of owners and affected lands can be found in Annex 1 and Annex 2 to Government Decision No. 1037/2023.
As well as, the additional support in the compensation process for the acquisition of land necessary for the placement of the towers and for the temporary use of land necessary for the construction works is provided to the affected persons in accordance with the provisions of the Resettlement Action Plan, developed based on the World Bank’s Operational Policy 4.12.
The Government undertakes and ensures, through the Moldova Energy Projects Implementation Unit (MEPIU), the implementation of the necessary measures for the expropriation of public and/or private property, used in the construction works of the Vulcanesti-Chisinau 400 kV OHTL, as well as for the expropriation of the right of use over them or other real rights over the real estate necessary for the construction works of public utility as national interest, identified according to the developed design, in accordance with the national legislation, including providing the necessary support to the institutions empowered for the purpose of transmitting and registering patrimonial rights over real estate located on the site of public utility works in the extra-urban and/or intra-urban areas of the following localities:
- Vulcănești town, villages of Dezghingea, Congazcicul de Sus, Chirsova, Congaz, Svetlâi (UTA Gagauzia);
- villages of Borceag, Iujnoe, Burlăceni (Cahul district);
- the villages of Albota de Sus, Albota de Jos, Balabanu, Novosiolovca, Aluatu, Salcia, Musaitu, Vinogradovca (Taraclia district);
- the village of Borogani (Leova district);
- the town of Cimișlia, the villages of Ivanovca Nouă, Gura Galbenei, Gradiște, Valea Perjei, Ecaterinovca, Javgur, Cenac, Lipoveni, Topala (Cimișlia district);
- the villages of Buteni and Fârlădeni (Hâncești district);
- the villages of Zâmbreni, Costești, Hansca, Molești (Ialoveni district) and
- the commune of Băcioi (Chișinău municipality).
Compensations payment: Land owners initially receive an expropriation proposal, which includes the amount of compensation. The calculation of compensation is estimated at the market price, but not lower than the regulatory price. Therefore, land owners will receive the highest amount provided in any case. After receiving the expropriation proposals, the owners are to complete the application included in the the proposal, attach the documents confirming the right of ownership or use and send them to MEPIU at Chisinau, 1 Alecu Russo Street, block A1, 16th floor. After processing the application, compensation can be received by economic agents in the specified bank accounts and by individuals at post offices within a maximum of 60 days.
If the affected person does not agree with the proposed amount, within 45 days from the receipt of the expropriation proposal, he can submit a complaint to the Complaints Resolution Commission.
In accordance with the provisions of national legislation, the construction works of the Vulcanesti-Chisinau 400 kV OHTL will precede and/or be carried out concurrently with the expropriation procedure, without affecting its conduct and in compliance with the measures, conditions and requirements for environmental protection and environmental impact reduction set out in the environmental agreement.
