In accordance with the provisions of Law No. 105 of June 9, 2017, which entered into force on June 30, 2017, the construction of the natural gas transmission pipeline along the Ungheni–Chișinău route has been declared a public utility project of national interest.
According to Law No. 105, the objects of expropriation include privately owned land and land owned by administrative-territorial units located in the city of Chișinău, the communes of Tohatin, Stăuceni, Grătiești, and the village of Ghidighici (Chișinău municipality); the villages of Sireți, Roșcani, Negrești, Căpriana, Vorniceni, and the communes of Rădeni, Ghelăuza, Pănășești, and the town of Bucovăț (Strășeni district); the commune of Tuzara, the villages of Pitușca, Nișcani, Temeleuți, Peticeni, Vălcineț, Sadova, and the town of Călărași (Călărași district); the village of Milești (Nisporeni district); the communes of Alexeevca, Pîrlița, Todirești, Zagarancea, and the village of Rădenii Vechi (Ungheni district).
Expropriation will be temporary for land portions affected by construction works, and permanent only for those plots where surface structures such as metering stations, dispatch centers, valve nodes, etc., will be built.
Compensation will be paid after the identification of the land plots, evaluation of the amounts owed as compensation, submission of expropriation proposals, formation of the Objections Resolution Commission, approval of the expropriation act along with annexes listing the land plots transferred into the ownership/use of the State, etc.
Owners of land affected by construction works, as outlined in the detailed technical design, as well as holders of other legal rights, will be required to complete the formalities related to expropriation (submit documents proving ownership or other rights over the land), allow access to the expropriator or other entities involved in the pipeline construction, and notify the expropriator if other parties hold legal rights over the subject of expropriation.
Objections or claims against the proposed expropriation will be collected by the entity responsible on behalf of the expropriator — the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE) — and will subsequently be forwarded to the Objections Resolution Commission for review.
Persons who lack the necessary documents (proving ownership or other real rights to the land), or who for objective reasons have not requested compensation, have the right to inform UCIPE of their situation and to request consultation regarding the procedure for obtaining compensation.
