In the context of the Moldovan-German intergovernmental discussions on development cooperation, the delegation of the German Ministry for Economic Cooperation and Development (BMZ), together with representatives of the German Embassy in Chisinau, the German Development Bank KfW, GIZ and the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE), conducted a fact-finding visit to the Balti Psychiatric Hospital - one of the public buildings benefiting from the project "Initiative for the Development of Sustainable Public Infrastructure through Energy Efficiency Renovations" (INSPIREE).
The INSPIREE project aims to energy-rehabilitate 30 public buildings across the country, transforming them into modern, comfortable and energy-efficient spaces, with the support of the French Development Agency (AFD, EUR 30.0 million loan) and the Federal Government of Germany (EUR 38.7 million grant) through the German Development Bank KfW.
At the same time, the INSPIREE project highlights strong donor coordination within the Joint European Financiers for International Cooperation (JEFIC) Initiative, which promotes European cooperation and co-financing for achieving sustainable development and reinforces Moldova’s commitment to European Union integration.
This visit reiterates the constant support of our development partners and reflects a long-standing cooperation, including in the field of energy efficiency.
What works are planned within the Project:
- Thermal insulation of walls and roofs
- New heating, ventilation and air conditioning systems
- Efficient electrical equipment
- Modern systems for hot water and thermal energy
Estimated results:
- Energy consumption reduced by up to 60% in renovated buildings
- 12.3 GWh of energy saved annually
- Pleasant temperature in summer and winter, in every room
- Comfort for patients, students, medical and academic staff
- Lower energy bills = more money for public services
The project "Initiative for the development of sustainable public infrastructure through energy efficiency renovations (INSPIREE)" is implemented by the Government of the Republic of Moldova, through the Ministry of Energy and UCIPE.
