The Contract for the Modernization of the 330 kV Chișinău Electrical Substation Has Been Signed
The contract was signed with the consortium of companies Siemens Energy SRL – Electromontaj S.A. – Energotech S.A., designated as the winner of the international tender. The tender, organized in accordance with World Bank procedures—the project’s financier—attracted 8 companies from various countries, including Romania, Ukraine, Azerbaijan, India, Kazakhstan, and China.
The leader of the winning consortium, Siemens Energy SRL (Romania), is part of the German corporate group Siemens AG, one of the world’s largest and most renowned manufacturers of equipment for the power sector. Since 2017, Siemens Energy SRL has been coordinating the sales activities of the German group in the Republic of Moldova.
In accordance with the requirements of the Terms of Reference, the consortium provided proof of successful completion of similar modernization contracts throughout its activity. The consortium’s portfolio covers the full range of applications for designing, constructing, operating, and maintaining power distribution systems necessary for the implementation of the project.
Under the contractual provisions, the consortium Siemens Energy SRL – Electromontaj S.A. – Energotech S.A. will be responsible for the design, supply, and installation of the equipment required for the modernization of the 330 kV Chișinău electrical substation. The contract value is €11,883,842.98, and the planned implementation period is 32 months from the contract’s effective date.
The modernization of the 330 kV Chișinău electrical substation, together with the construction of the 400 kV overhead power transmission line from Vulcănești to Chișinău (the construction contract for the line was signed on November 12, 2021, with the company KEC International), is being carried out under the Power System Development Project (PDSE), financed by the World Bank.
This project supports the general program set by the Government of the Republic of Moldova for the asynchronous interconnection of the country's power system with the European single electricity market through the European Network of Transmission System Operators for Electricity (ENTSO-E), thus enhancing electricity supply security and creating opportunities for a competitive energy market both nationally and regionally.
Thanks to the modernization of the 330 kV Chișinău substation and the construction of a new overhead power transmission line to interconnect the national energy system with the European one, consumers will benefit from reliable access to electricity at competitive rates. This will improve productivity and market competitiveness, create new jobs, and foster stronger economic growth.
The Ministry of Infrastructure and Regional Development is the authority responsible for the effective implementation of the Project, in line with its objectives and with the Financing Agreements No. 6380-MD and No. 6381-MD signed with the World Bank, which entered into force on March 24, 2020.
The Ministry of Infrastructure and Regional Development delegated the daily implementation responsibilities to the Consolidated Unit for the Implementation and Monitoring of Energy Projects, established by Government Decision No. 1276 of December 21, 2000, as an independent legal entity responsible for the daily management of projects financed by international financial institutions, with a specific focus on procurement, contract administration, financial procedures management, and reporting. The Project Beneficiary is the State Enterprise Moldelectrica.
