In the tender for contracting the services to prepare the technical execution documentation for the energy rehabilitation works at the Mother and Child Institute, the Clinical Hospital in Bălți municipality, the Emergency Medicine Institute, the Oncology Institute, and the Republican Clinical Hospital, four bids were submitted by companies from both domestic and foreign markets.
The public event for opening the technical bids was held on Thursday, May 16, according to the specific procurement notice published on March 21, 2024, by the Consolidated Unit for Implementation and Monitoring of Energy Projects (UCIPE) and the financing institutions: the European Union, the European Investment Bank (EIB), and the European Bank for Reconstruction and Development (EBRD).
Thus, according to procurement procedures, after the evaluation of the technical bids, the financial bids will be opened and assessed. It is worth mentioning that only the financial bids from bidders who have passed the minimum technical qualification score will be considered.
According to Ruslan Surugiu, Director of UCIPE, the estimated duration for preparing the technical documentation for these five medical institutions is up to 12 months.
“We want patients and medical staff to benefit from better conditions and comfort in hospitals, and for these medical institutions to meet European standards of energy efficiency. At this stage, the companies to be contracted will have a task as complex as it is important — the preparation of the technical execution projects for the works, along with subsequent supervision of the works’ implementation, in accordance with the initial project,” emphasized Ruslan Surugiu.
This is the second tender within the Energy Efficiency Project in the Republic of Moldova. The first tender targeted contracting the services for preparing the technical execution documentation for the energy rehabilitation works at the Institute of Neurology and Neurosurgery, the Republican Center for Medical Diagnostics / Institute of Phthisiopneumology, the Institute of Cardiology, and the Clinical Psychiatric Hospital.
The Energy Efficiency Project in the Republic of Moldova is among the largest national initiatives aimed at improving the energy efficiency of public buildings. The project’s investment value amounts to approximately 76 million euros. In total, 10 medical institutions will benefit from building rehabilitation.
